Sometimes, we are faced with difficult situations either as individuals or a group of having to choose between a particular course of action to take. This is more prominent in the case of a group. This is because when taking the decision some of the members of the group may like the decision of the leader while some others may not like it. Islam is a complete way of life and has been exemplified by the Prophet [peace and blessings be upon him]. The issue of decision making is not an exception.
Shura or mutual consultation is the Islamic process of consultation among those with knowledge of the issue involved, and is best achieved by discussion among those most aware of the situation. Allaah instructs the Muslim leaders to administer the affairs of the people through consultations with them. This allows for openness and honesty when people are expressing their opinions. Allaah says;
"It is part of the mercy of Allaah that you deal gently with them. Were you severe or harsh hearted, they would have broken away from about you: so pass over [their faults}, and ask for [Allaah's] forgiveness for them; and consult them in their affairs [of moment). Then, when you have taken a decision, put your trust in Allaah. For Allaah loves those who put their trust [in Him] [Q 3: 159].
The Sunnah of the Prophet [peace and blessings be upon him] is full of examples of his consultations with his companions. An example of this can be seen in the case of the prisoners of war that were captured during the battle of Badr.
The Practice of Shura
One of the most important considerations in the practice of Shura is the presence of opposing views. This will help us to scrutinize the various views and see which is the best for us.
The major benefits of Shura are the following:
1.Disagreement safeguards the decision maker against being unduly influenced by the majoritys view.
2.Disagreement can provide viable alternatives to choose from.
3.Disagreement is needed to stimulate the imagination. Well-reasoned, thought-through, and documented disagreement is the most effective stimulus to imagination.
